Project Justification
The objective of the Obetsebi Lamptey Interchange Project, to be developed in Accra, the biggest city in Ghana, is to alleviate traffic congestion occurring at the intersection of Ring Road West and Winneba/Graphic Road through the upgrading of the traffic circle and development of two flyovers allowing continuous traffic flow along Ring Road West. The design of the Obetsebi Lamptey Interchange Project consists of two fully integrated ‘tiers’, namely:
- Tier A: Construction of an East – West flyover continuing the Winneba/ Graphic Roads.
- Tier B: Construction of a North – South flyover continuing Ring Road West, upgrading the existing Obetsebi Lamptey Roundabout at ground level, and carrying out adjoining drainage works to alleviate seasonal flooding.
Tier B is being developed by QGMI and builds on the Tier A works on the East –West flyover, also carried out by us. Both tiers are fully complementary and together they will help to alleviate the traffic congestion occurring at the intersection of Ring Road West and Winneba/Graphic Road, two main arterial roads in central Accra, through the upgrading of the traffic circle and construction of flyovers in both directions to allow continuous flow of traffic along Ring Road West.
The scope of work performed on Tier A was:
- East-West viaduct of approximately 170 m with two lanes in each direction and related works including access ramps and storm drains improvement measures.
The scope of Tier B comprises of:
- North-South viaduct linking Ring Road West – Ring Road West Extension (passing through Abossey Okai intersection) of approximately 400 m with two lanes in each direction.
- Widening of Ring Road West – Obetsebi Lamptey.
- Widening of Ring Road West and Winneba Road.
- Adequate Provision for pedestrian crossing and footbridges.
- Improving the Storm Drainage System between Nii Teiko Din Road on the Dr. Busia Road.
- Storm Drains improvement measures at Obetsebi Lamptey Roundabout.
- Improved pedestrian movement at the ground level including all commercial activity.
- Provision of public lighting for night security.
- Landscaping.
The project is being developed in line with the IFC Environmental and Social Performance Standards. This includes a Resettlement Action Plan developed by QGMI in consultation with the Department of Urban Roads, who is responsible for implementing compensation and resettlement prior to commencement of ground works. The Project is expected to lead to the reduction of noise levels and air emissions as a result of improved flow of traffic and lower congestion.
